To answer your question if already PACE Suite and Advanced Installer are too expensive for you then this table should show your options. We have tested almost every tool listed here.
I found this table we used and updated so you can see and compare how much is what. We needed a tool, that can create MSI, modify vendor MSIs, Repackager for very old and complex exe installations that don’t have normal install and uninstall silent switches and also have automation abilities. Recently InstallShield became too expensive for us so we evaluated alternative tools in the market. I have worked as a packager almost 10 years and created thousands of all kind packages so I know MSI tables inside out. A company I worked as packager used InstallShield.
